Barbara joined Davis & Harman LLP in 1995 and specializes in Federal tax matters—particularly issues relating to insurance product tax compliance, qualified retirement plans, section 403(b) arrangements and employment tax.

Prior to joining Davis & Harman, she was an Assistant Tax Counsel for Metropolitan Life Insurance Company in New York City. At MetLife, she was responsible for issues affecting section 403(b) plans. Her responsibilities also encompassed Federal and state tax compliance issues such as tax withholding, reporting and recordkeeping affecting pension plans and insurance products. These products included section 403(b) annuities, individual retirement annuities, nonqualified annuities and life insurance contracts.

From 1982 to 1988, Barbara was an Associate Counsel at TIAA-CREF, where she was responsible for interpreting and assisting in the implementation of Federal and state tax withholding and reporting requirements affecting insurance products.

In addition, she worked with the Internal Revenue Service in Washington, DC, where she represented the Offices of the IRS Commissioner and the Assistant Commissioner (Employee Plans and Exempt Organizations) during Congressional consideration of various legislative proposals. Barbara was appointed as a member of the IRS Information Reporting Program Advisory Committee (IRPAC) in 1994 through 1995, and 2002 through 2004.

Barbara is a contributor to and co-editor of both the 403(b) Answer Book (Panel Publishers, all editions) and the Annuities Answer Book (Panel Publishers, Third Edition, 2000).
