In 2025, Davis & Harman LLP will proudly celebrate 40 years of successful legal and legislative accomplishments
Forty years ago, purportedly over a bottle of port in the dining room of the Willard Hotel, William Harman and Thomas “TAD” Davis, two titans of the Washington DC tax community, decided to combine their considerable legal and legislative talents under a single banner; a law firm that would provide clients with sound and common sense advice on the intricacies of the tax law based on their deep knowledge of that law, while simultaneously utilizing that technical expertise to effectively advocate for the client with legislative and regulatory decision-makers.
This year the firm they founded, Davis & Harman, celebrates the 40th anniversary of their successful experiment. Since its establishment in 1985, the firm has been actively involved in the development and implementation of myriad tax and employee benefits law changes, starting with the 1986 Tax Reform Act and continuing through the most recent changes being considered.
Mr. Harman, Mr. Davis, and the firm’s other visionary early partners – John Adney, Gail Wilkins, and Joe McKeever – built a strong foundation based on integrity and an unwavering commitment to the pursuit of the clients’ interests. Over the years, Davis & Harman has grown both organically as new law school graduates have joined the firm and progressed to become partners and through the addition of attorneys and others with unique experience at the Treasury Department, the Joint Committee on Taxation, Capitol Hill, and the private sector. Our services now span a wide range of legal specialties, including a substantial expansion of our insurance, payroll tax, and employee benefits practices. Throughout those years, we have stayed true to our founders’ vision of using our deep knowledge of the law and our vast experience with the legislative and administrative processes of Washington to help our clients achieve their goals.
Today, as we reflect on the last four decades, we are especially grateful for our clients, both those who have been clients of our firm since our founding and those who only recently engaged us. To be entrusted with assisting them in meeting their legal needs and challenges has been, and continues to be, a great honor. We thank our talented and hard-working administrative staff and our supportive families for their commitment to the firm’s mission. They have played an extraordinary role in enabling Davis & Harman to become a trusted resource that is respected for its tax, legislative, and regulatory expertise.
All of us at Davis & Harman take seriously our responsibility to continue down the path that Bill Harman and Tad Davis set out upon those many years ago.
